Continuing from the previous article on occupational health and safety in high temperatures<\/a>, we are going to talk about the preventive measures available to employers to protect workers against this risk.<\/p>\n\n

The Impact of High Temperatures on Workers in Numbers<\/strong><\/h2>\n\n

To give our readers something to think about, we will give you one figure:<\/p>\n\n

According to the Daily Mortality Monitoring (MoMo) report published by the Carlos III Institute, last year 4,660 people died between June 1, 2022 and August 31, 2022 due to high temperatures<\/strong>.<\/p>\n\n

For the same period in 2021, 1,379 people died, which means an increase of more than triple the number of deaths in just one year<\/strong>. This figure supports the concern of Spain and the European Union about the impact of climate change on rising temperatures during the summer season and its effect on workers’ health and safety.<\/p>\n\n

Conditions to Consider in High Temperatures<\/strong><\/h2>\n\n

We are aware that the data speak for themselves, which is why we felt it was necessary to describe some of the preventive measures available to employers to eliminate or reduce the risk of exposure to high temperatures faced by their workers.<\/p>\n\n

As we discussed in the previous post,<\/a> Royal Decree 4\/2023 already states that the employer must assess the risks related to adverse weather phenomena, including extreme temperatures, taking into account the characteristics of the task being performed and the personal characteristics or known biological condition of the worker.<\/p>\n

As for the characteristics of the activity the worker performs, it is easy to understand that, depending on the task the worker carries out, the impact of exposure to high temperatures will be greater or lesser.<\/p>\n\n

Working in an administrative office has nothing to do with paving roads with tar; the risks in the latter case make the risk from high temperatures much greater.<\/p>\n\n

With regard to the worker’s personal characteristics or biological condition, factors such as age, obesity, hydration, use of medication or alcoholic beverages, gender, and acclimatization, etc. should be assessed, since these factors reduce the worker’s tolerance to high temperatures.<\/p>\n\n

Preventive Measures Against High Temperatures<\/strong><\/h2>\n\n

Royal Decree 4\/2023 already requires employers to determine which tasks are prohibited during the hours of the day with the highest risk, as well as to adapt working conditions, including the possibility of reducing or modifying the working day.<\/p>\n\n

In addition to these two fundamental preventive measures, we have the following:<\/p>\n\n

    \n
  • Check weather conditions <\/strong>frequently and inform workers.<\/li>\n\n\n\n
  • Control the time<\/strong> of exposure to heat. When working in the sun, try as much as possible to stay in the coolest places.<\/li>\n\n\n\n
  • Organize rotations<\/strong> at workstations.<\/li>\n\n\n\n
  • Schedule the most strenuous tasks for the hours of lowest heat intensity<\/strong>.<\/li>\n\n\n\n
  • Schedule the heaviest tasks for the cooler hours, adjusting work schedules if necessary.<\/li>\n\n\n\n
  • Bear in mind that a period of 7 to 15 days is needed for the worker to acclimatize to the heat.<\/strong><\/li>\n\n\n\n
  • Increase the frequency of recovery breaks <\/strong>(every hour, for example).<\/li>\n\n\n\n
  • Allow workers, as far as possible, to adapt their own work pace.<\/strong><\/li>\n\n\n\n
  • Limit heavy tasks<\/strong> that require high energy expenditure.<\/li>\n\n\n\n
  • Stay hydrated <\/strong>adequately and continuously, and provide drinking water near workstations.<\/li>\n\n\n\n
  • Use work clothing and PPE appropriate<\/strong> for the job to be performed.<\/li>\n\n\n\n
  • Protect <\/strong>the skin, head, lips, and eyes, using sunscreen, lip balm, caps, hard hats, and sunglasses or protective eyewear.<\/li>\n\n\n\n
  • Avoid working alone, <\/strong>encouraging teamwork so that workers can supervise one another.<\/li>\n\n\n\n
  • Provide shaded areas<\/strong> or air-conditioned rooms for workers to rest.<\/li>\n\n\n\n
  • Install fans<\/strong>, air-conditioning equipment, blinds, shades, and awnings to lower the temperature in enclosed spaces<\/li>\n\n\n\n
  • Inform workers about the risks<\/strong> related to heat, its effects, and the preventive and first aid measures to take.<\/li>\n<\/ul>\n

    What to Do in the Event of Heat Stroke From High Temperatures?<\/strong><\/strong><\/h2>\n\n

    Now that we know how to act in high temperatures, let us explain what to do if a worker suffers heat stroke:<\/p>\n\n

      \n
    1. Move the affected worker to a shaded area with a cool environment<\/strong>, if possible.<\/li>\n\n\n\n
    2. The worker’s clothing should be removed<\/strong> and cold-water showers (15-18\u00baC) are recommended.<\/li>\n\n\n\n
    3. If the worker is conscious, give them cold water to drink.<\/strong><\/li>\n\n\n\n
    4. If they are unconscious, place them in the position<\/strong> of lying on one side, with the head slightly turned, the lower arm extended behind, the upper arm bent forward and up, and the legs bent, the upper one more than the lower.<\/li>\n\n\n\n
    5. Cover the body with damp towels<\/strong>, changing them frequently. Preferably, combine this with an electric fan or similar device so that body temperature drops a bit more.<\/li>\n\n\n\n
    6. Contact a doctor<\/strong> and, if possible, take the patient to the hospital as soon as possible. A person suffering from heat stroke may often need oxygen, intravenous fluids, and sometimes appropriate medication.<\/li>\n<\/ol>\n\n
